When my lights are on, i have no dash or heater controll lights One rear parking light is also out. i have a headlight switch and a seperate dimmer (roll type) switch

The dash lights are incorporated with the parklights. The heater control lights are incoporated with the dash lights. Make sure the dimmer switch is in the full illumination mode. It is possible the park light that is not working is burned out and causing a resistance issue amongst the park light circuitry. Replace the non working park light and retest

I tried to changed the headlight dimmer actuator, but was unable to get it back into place after. Now none of the lights work and the hazard lights won't shut off without pulling the fuze on them.

Hi Vera
You're asking for a detailed proceedure. Vehicles vary dramatically on this proceedure depending on what it is. Without knowing the year, make and model of your car- all one can offer is some general guidance.
First, I think you're on the right track replacing the dimmer switch from your description of the symptoms. Now, regarding the issue of fitment- did you try to put the old one back in?? Also it might not be a bad idea to verify that you have the correct part. I say this because certain cars may have a different type of dimmer mechanism based on lighting options from the factory- specifically fog/driving lights. The dimmer switch may differ on a driving light equipped car opposed to the same car without the driving light option. Your turn..........

Tail Lights will not always illuminate; seems to have a short in dimmer switch

This is not necessarily your dimmer switch. Most manufacturers tie the dash lights to the tail lights so that it warns you in a visible way if your tail-lights are not working. It sounds more like you have a power supply problem unless working the dimmer switch actually causes or resolves the problem. Chances are you either have a shorting power wire, or a mostly broken wire that is only making an intermittent connection. If it was constant I'd suggest checking fuses but with an intermittent issue, The only way to really check this is to start tracing wires and testing power along them when it's not working. Wiring diagrams help a lot.

Instrument Panel Lights

Daytime headlight issue ? No , no sensor behind the front bumper . No Daytime time head lamp issue , doesn't turn on the instrument panel light's . This is more then likely a remote dimmer module problem .
Interior Lights Dimming Circuit Description (Pontiac)
When the park lights are on, battery positive voltage (B+) is applied via CKT 32 (YEL) to the remote dimmer module. The interior dimming switch in the lamp dimmer switch is a variable resistor which applies the dimming input via CKT 44 (DK GRN) to the remote dimmer module. The potentiometer in the lamp dimmer switch cannot provide enough current in order to operate the incandescent lights. The remote dimmer module amplifies the current, applying a variable voltage to the incandescent lights. As the amount of current increases, the lamps become brighter. As the amount of current decreases, the lamps become dimmer.
The radio, heater and A/C control assembly, instrument cluster, and passenger climate control each has a vacuum fluorescent (VF) display. When each module receives an input that the ignition switch is turned to the RUN position, each module activates the VF display at the full intensity. When the park lights are on, the radio receives the dimming level from an input on CKT 8 (GRY). The radio then relays this information to any other modules with VF displays. All modules with VF displays then adjust the dimming level of their VF display in order to match the level of the incandescent lamps.

I would think the problem lies with the dimmer switch on the steering column, since this is a very expensive part please have a local dealer confirm my guess.

Lights are out on dash board and driver side tail light. How do I fix this?

You may be looking at a fuse issue, possibly a blown one for the dash lights. As far as the tail light on the drivers side, I would check the bulb. They have two elements in the bulb, one for the tail light and the other is for the brake light. So one may be intact, do not let that fool you.
