Where do i find the lamp outage module in a 2000 grand cherokee

did you scan the PCM first.
rear lights dead, not dead dash brake warning light.

check all fuses first?
the fuse is in the cab or under hood
so lets find out where, i open FSM book, and look at schematic
brake lamps
the fuse is in JB box. cab fuse box.
its marked clearly as. Fuse F23 Brakes.
the brake switch is on the brake pedal.
if the fuse is good, 12vdc on both sides.at all times.
then the brake switch is open
if its output is 0v brakes pressed.
if the output is 12v then the switch is good, and the wire
are bad, to the rear.
or both lamps burned out or both sockets bad or wires cut
from trailer hitch hacks,.

I cant find a fuse in either fuse box for brake lights and ive checked every fuse in both boxes none are blown also bulbs are good

The best way to find a bad fuse is with a test light, otherwise you may have a bad or broken connection from the brake pedal to the break lights itself

Plugged in a trailer and now brake lights and horn don't work

There definitely should be a fuse for your brake lights. It should be inside the car fuse box, but sometimes it'll be under the hood (very rare). There's also a switch above the brake pedal that turns your brake lights on. This switch may be faulty

Fusebox is fried

First and foremost you need to find out why the fuse melted, this tells me that something shorted but not quite enough to blow the fuse.Probably your best bet would be to contact a wrecking/salvage yard to get the fuse box,I do beleive it can come from a Prism or a Toyota Corolla(a good salvage yard will have a compatability manual)as far as installation any good mechanic will be a able to do it.
