The switch may be bad, and in need of changing. if you can find one at a junkyard for your year of car. it will be much cheaper then the dealer.

Hazard light fuse

Hazard lights are usually powered by a flasher relay. It will be listed in your manual. Gm usually incorporates them to the internal panel

4 way flasher does not stay on when pushed in. acts like switch is broke

Could be the internal part of the switch that broke. It is plastic with a spring. Could also be the outer part of the switch is broken or not secured properly. Not letting you push it in far enough to activate the internal part. Pull it out and try the switch before you buy another one. They aren't cheap.

1998 dodge durango, when I turn the key on, or to the lock position, the flasher fuse relay on the driver side makes a loud buzzing sound. I replaced the fuse relay and checked all the fuses. Any ideas on...

BUT fix the emergency flasher failure
first using the logic, gee you see its busted,why on fix that and pray.
military doctrine does that too, and then says if 2 things wrong fix the simple one first. (getting lucky save time and dead solders)
10x that if related, and is. ! IMO
noise here,and bad emerg.. kind if same area.
the issue with the emerg. flasher is the contacts can mangle inside
and confuse related circuits. flashers, and warning modules.

Four ways dont work

I had an issue with ny 4 ways on a CObalt, it was just the wire on the back that had come unplugged from the hazard switch. if your's wont stay depressed, it may be a damaged switch.

EMERGENCY FLASHERS: I pulled over on the side of the road. I went to use my emergency flashers. as I went to push in my emergency flashers the button pushed out into the dash.. I can't reach the button...

you have to remove the screws that hold the trim down. They are located on the instrument panel just above the where the dashboard curves, in front of the steering wheel. Here's a pic from ehow that shows the screw locations. Just copy and paste the link below. Once you remove the screws pry the trim panel assembly out very slowly, you may have to use a flat head screw driver to help it along, just be very careful. Once it's off you can determine if just need to push it back in to it's location or if you need a replacement trim panel if the tabs that hold the button down broke off.

When I turn on the left or right signal and emergency flashers I do not have the tip tap sound. Lights work good and flash fine, just no sound.

The sound you are referring to comes from the flasher, usually somewhere under the dash. Not all flashers make that clicking sound. As long as everything is working good, there is nothing to worry about.

My emergency blinkers got stuck! First they just wouldn't turn off, then I pushed the button harder and it physically retreated into the dashboard. Now the button is physically stuck, too.

well you have help in finding your fuse panel as you can hear your flasher clicking. track down the fuse panel and pull out the clicking flasher unit. take it to a dealer and have them fix it for you as it is under warranty. locations of the fuse panels are in the owners manual.

Do you mean the Emergency Flasher?

This is located on top of the steering column. Push in to activate. Push again to deactivate.

Some models also have the switch located at the 4 o'clock position of the steering column. Just below the starter key and a bit further back. It is round and black. There is a collar that moves around the button. Push in the center of that button to activate. Pull on the collar to deactivate.

Brake lights only show on center 3rd high stop tail lamp

Yes, the flasher does interrupt the brake signal. you do know that this is a push on, push off switch. Some try to pull this switch to turn off flashers, but, it has to be pushed again to turn off.
