I think you will find that the headlight is a 'sealed unit' so removal of lense is not viable ,given the age of vehicle i would expect it to be the reflector that is causing a dim beam ,search ebay for a good used replacement

Have you run a trouble code test, Kragen, Auto Zone and others do this for free, have the test done and post any codes here, I will try to figure out the problem based on these codes.

Well, you can buy high intensity replacement bulbs. They don't require changing the assembly, just the bulb. Many parts stores sell them for a fairly reasonable price. You could also add driving lights if they are legal in your area.

You will first need to remove the plastic piece behind the inner door handle that you use to pull the door shut with and there should be a 10mm bolt inside there behind the insulation. The plastic cover behind the inner door lever handle will need to come out. It's only in with clips. Remove the reflective lens on the end of the panel and you will see a phillips head screw inside. It's a long screw so be ready for many turns to get it out. Next, your power window controls will need to come out and they are only snapped into place but be careful with them because plastic prongs can be broken off if not pried out in the right direction. The same goes for the door lock switch. Unplug both once out. You will also see a triangle plastic piece (can break easily) towards the front top side of the panel. Make sure it clears it's way out when removing the panel. The rest of the panel is held up with downward facing plastic clips. Sounds hard but really it's all pretty simple. Study the back of the panel before putting it back on and take your time.

Check your power to your fuel pump. Put your ear to the filler for the gas and get someone to turn on the key, do not crank.. You should here the fuel pump cut on. If not suspect pump problem. You can also take the lin loose at the fuel filter and check to see if gas comes out after key is turned on and work your way to the engine if you get gas there just follow the lines.

1996 Mark 8 low beam headlights

they are awful, as everyone who EVER have one knows-they were very narrow (not tall) and the halogen 9005's are shrouded on the low side, and they get hot enough to burn the reflective coating in a short time-add to that the lens' plastic surface oxidizes and yellows, and you end up with lights that are pretty worthless. the fix is to use a polishing compound to clean the front of the lenses so that they are clear-it'll take a good 15-20 minutes for each housing to get them nice again, and that is just the beginning. Next, some people use a dremel cutoff tool to cut the lenses off (close to the base) so that they can put trim bright (chrome tape available at any auto parts supply store) to recoat the reflectors-this is a very important step. I have seen people use a hole saw that you might use to cut a door for a lock and cut a hole in the bottom of the housing so that the trim bright can be inserted this way-save the disk you cut to seal the hole, using duct tape to seal the hole. If you get this far, the halogens will work much better, but don't stop there-go on ebay and get plug-and-play HID lights (9005), they come with bulbs and ballasts, and you will be amazed at how well you can see again-you will need to aim the housings, and get lights that are 5000 or 6000 Kelvin (color temp) so that they don't look 'odd'-you can find these kits on ebay all day for less than $50 shipped, I have bought them for less than $35-you just have to look. These lights use 35watts of power, less than the 55 watts you currently use, however when powered on, they 'light off'' and use a lot of power, so I suggest you do not use the 'auto light' feature since you want to turn the lights on a full 30 seconds after startup (Mark VIII's are real tough on alternators and batteries thanks to the 60+draw of the air ride compressor.

My headlights blink on & off at night.

Could be the switch or the relay. Recommend replacing the relay as an easy option that might solve your problem. The headlight relay is in the engine compartment relay box on driver's side.

You don't really remove the Headlight lenses unless you want to remove the front fenders. There are kits sold at most auto parts stores that you use to to clean the headlight lenses.

Problem is most likely the headlight delay switch. See if you can find a used one. It seems that the timing in the switch is off...
