Take it to a speedometer shop. You cannot service it yourself. You can remove the unit and send it out if you want to save money but there are not parts available to you to fix it other than the gear to fix the odometer if it stops working

How to fix a speedometer cable

Well you know it does not have a speedo cable since you replaced the speed sensor in the transmission.
My guess would be a problem with the speedo or cluster.

It's common on the 05's for this to happen. Your instrument cluster needs to be rebuilt due to faulty stepper motors on the cluster's circuit board. Check out this page to get it fixed, call them up - 05 Mustang speedometer repair

My speedometer is stuck
