The speedo is electronic and has failed, you will need to have it repaired by an authorized GM repair shop that does GM electronics, this is not the dealer, they will send it out and charge 2X, send it out for repair yourself, bypass the dealer.

It appears that you need to have the speedometer calibrated. Unfortunately, this is very challenging. You'll need to take it to a mechanic. Dependent on where you take your Envoy it can cost around $75+

The instrument cluster in this model is controlled by a processor, this computer translates signal from the main on board computer to the cluster and this is translated into information that can be displayed by the gauges and the speedo head, the needle is moved by a tiny electric motor called a stepper motor, this motor is likely the cause of the problem you have. You will need to remove the cluster from the dash and send it in for repair to a GM electronics repair station. All of the tiny motors should be be replaced as they are all prone to develop this problem.
