Question about 1997 Toyota Camry
Not a quick job. You need to remove the instrument panel. once removed the bulbs simple twice a quater turn and you can replace them. removing the instrument panel varies on different cars, often you can do it without removing the steering wheel. You would normally take off the plastic under the steering wheel. lower the steering wheel as far as it will go. there should then be screws holding in the plastic around the instrument panel.

It could be the relay, which is a yellow box located under the carpeting in the trunk on the left side. It is a problem common to your model. Also, check the brake switch's (behind the brake pedal) functionality (12V present with key at ACC or ON and continuity between wires when button engaged).

Look closely at the cover. You will see a small slot. Insert a small flat blade screwdriver, and pry it off. Very easy..

Removal of the plenum is pretty straight forward. You will need to replace the plenum gasket after you remove it; the gasket is not reusable. Personally, if I was going to take the trouble to remove the plenum, I would replace the plugs and wires back there, also.
I know, I have a 93 Camry V6, and it is a real pain to do the plugs and wires with the plenum on. There are no secrets or great tips on the plenum removal, just take your time. If the radio still plays there is a switch that adjusts the brightness of dash lights look for it on left side of dash or in your owner's manual
