Sounds like the radiator is blocked partly. If car has a lot of miles it may be time to replace the radiator

My subaru was fine and now the heat dose not work and it over heats fast but the engine dose not seem hot at all?

probably a closed thermostat, and it should be replaced asap or you will overheat the engine and damage it badly.

1988 BMW 318i temperature guage flickers between normal temp. through to max temp. Most of the time the guage is 3/4 to Hot. Main fan seems a little loose when hot - not tightening up. Coolant level OK no...

It could be the impellor wearing out on the water pump, though I have not heard of this issue in your make of car, I have seen it first hand in other makes. The thermostat may not be opening up all the way, flow restriction,. The coolant temperture sensor could be going out, and the gauge in the dash could be going out. You could have flow restrictions else where in the engine. Have you ever had the engine flushed? these are the things that I can think of that would make your engine run hotter than normal.

1999 dodge ram 1500 5.2 dies while driving

Dodges have a high rate of failure in the engine ecu. If you can find you 5v supply that feeds the sensors. Ohm it to ground If it dose ohm out (shorted to ground) unplug your ecu and recheck.
