    Thanks for your response!!

It sounds like you have Factory Installed Anti Theft System. The factory anti-theft does not have any kind of bypass button under the dash. Also, the remotes are not tied into the anti-theft system. The only thing the remotes can do besides lock and unlock is to sound the panic alarm which is just a repeating horn honk, not a starter interrupt.

The Passive Anti-Theft System on your vehicle is only capable of cutting fuel. This means that the engine will still crank when it detects a problem. A thief could cut an exact copy of your key and it would only crank the engine and never start, until the key was programmed with a Ford scantool.

If the PATS detects that a non-programmed key is being used, the THEFT indicator light in the instrument cluster will flash.

To be More Clear, Let me provide you with Wiring Diagram :-

The Only trick you could use, Disconnect the Battery and Again connect it, if that could Fix the Issue, That's Wonderful Unless you need to tow the Car to the Ford Dealer.

Let me know, if needed further assistance.

    Hope i helped you.

Thanks for using ' Fixya ' and have a nice day!!

Anti theft won't reset. Battery won't charge. Tries to start on it's own.

The system may be activating because there is not enough power in the battery?
Check the batter connections and power cables.
Are the posts clean and tight.
Are the cables going to the battery, alternator and starter in good condition. Check to see if the insulation on the cables have not worn away some ware along the cables and shorting out.

My theft light is flashing but my 1997 expedition wont start. The vehicle turns over but just don't start.

ANTI-THEFT SYSTEM Passive anti-theft system
Your ignition key has a unique imbedded transponder which engages engine electronics and allows the vehicle to be started. Without the use of your special ignition key, the vehicle will not start.

During each vehicle start, the coded key is read by the anti-theft system. If the key’s ID code matches the code in the anti-theft system, the vehicle is enabled to start.

Anti-theft system
Briefly illuminates when the ignition is turned to the ON position to verify that the passive anti-theft system is operating properly.

Also, its possisble that tou have actovated the fuel pump switch.

CHeck it.
