Turn signal and hazzard lights not working on a 2004 ford escape

I would start by checking your fuses. In the passenger compartment fuse box located in the left side kick panel are two fuses you might want to check. Most likely if it is a fuse look at the fuse in the number 20 position in the fuse box (see picture below). It's a 15 amp fuse. That controls all the turn lights as well as the lamps. It also is a fuse for the relay itself. Also in the number 6 position is a 10 amp fuse but this one also covers the reversing lamps as well as the park aid module (PAM) so if your not haviing problems with those it most likely won't be that fuse. That fuse also covers the flasher unit. If all else fails check the flasher itself. I hope this helped a little anyway and good luck.

Where is the signal flasher located fo an 2003 ford expedition eddie bauer

Typically the location is the fuse box. check your manual.
but more importantly, what are you trying to solve. If signals work correctly in one direction but not the other the issue is NOT the flasher. Typically the issue is not the flasher, but rather some light or grounding issue...test carefully
