I had the same problem with my Jeep and I took it to the dealer. the shifter bezel was bad (this is a electronic, fly-by-wire type of shifting mechanism). The dealer replaced the shifting bezel and it fixed the problem. My Jeep was out of warranty by about 2,000 miles and they would not fix it for free. They told me this is a common problem. Cost was around $475.00.

If you have tested fuses and bulbs with test light, and they check out,
the next step is to put you jeep in reverse with the key on,and use your test light to probe the wires before they enter the bulb sockets for power,if you have power replace sockets,if not check to make sure wires are still connected to back up light switch on trans,if you find no problem there, replace the switch

Testimonial: "Thank you for the info on my jeep. I brought it to my mechanic and he could not find where the new switch goes.I will bring it to the dealer."
If just one or two of the letters did not light up, I would say it's the bulb(s). However, if all of them stay dark, it sounds like a wiring problem.

Have shop run an OHM test on your transmission sensors -- then have them replaced and rerun the OHM test. -- it's more than likely an input speed sensor that is not working properly and telling the jeep to go into "limp mode" hence your speed isn't changing but it can't read the actual speed.
