i had the same problem with my 03 silverado.it's a internal problem in the 4WD actuator.my truck would go in 4WD sometimes and some other times the service 4WD light would come on and it would not got in..after a while it wouldn't go in at all so i replaced the actuator and it fixed the problem..

SOURCE: dash not working
the SIR fuse is located in the side dash compartment, drivers side. I believe it is # 14, i know that if it's blown or out the airbag light will stay on.

you could have a couple things going on. possible low coolant? most likely cause as i assume you have checked coolant level would be heater core restricted. to fix this you remove heater hoses and back flush heater core with water. if this does not do it you may have a water pump not circulating at idle but this usually comes with vehicle running hot at idle.
