They actually have their own speaker. I had a 94 that did the same thing, I replaced the speaker for it in the dash and that resolved the issue.

See previous poster, where he begs more quite.
in your case, add a 12vdc beeper to the dash flashing indicators.
if you have 2 indicators, add 2 diodes to the beeper , ask.
the best way is at the flasher, ( 2 diodes and beeper.)
beep minus to ground
beeper plus to 2 cathodes (band) 1N4004 diodes, (ubiquitous part) and the each ANODE to each side of flasher Left and right.
bingo , it makes more noise.

i can do a schematic easy, ask.

that vehicle has a desperate relay for the hazards which is why they work, you have a defective signal flasher sometimes called a signal relay, follow the noise to locate exactly where the part is, usually under driver side of dash, it is a very cheap part and easy to install.

1999 pontiac grand am - loud buzzing sound when I turn on the turn signal. Turn signal lights are lit (on) but steady, they do not flash. If its the turn signal switch - where is it located?

ON THIS YEAR 2 THINGS ARE USUALLY THE PROBLEM. THE TURN SIGNAL SWITCH OR THE HAZARD SWITCH. IT DOESNT HAVE A FLASHER. THE FLASHER IS INTEGRATED IN THE HAZARD SWITCH. ITS ABOUT 20 BUCKS FROM THE DEALER. THE TURN SIGNAL SWITCH HAS TO BE REPLACED AS AN ASSEMBLY. THE COLUMN COVERS HAVE TO COME OFF AND THE WHOLE ASSEMBLY NEEDS TO BE REPLACED

The turn signal click is not loud enough.

Do what I did: go to Radio Shack and get a 12-volt chime (80dB Chime
Model: 273-071), about $10.00. Then do what the person quoted below did. You'll NEVER forget that your signal was left on. ALSO: if the sound is too loud for you, tape a few thicknesses of paper towel around it to reduce the sound level.

A GREAT little device By Karlbadge_vr_en_us.gif from Athens, Alabama on 7/19/2007 Pros: A safety device, Consistent Performance, Durable, Easy To Configure, Versatile Best Uses: In The Car Describe Yourself: Tech Savvy Primary use: Personal Bottom Line: Yes, I would recommend this to a friend Comments about RadioShack 80dB Chime:
These are GREAT devices. For years I have used them on my cars, trucks, and motorhome. My turn signals are not equipped with a sounder, so very frequently I forget they are still on when I make shallow turns such as getting onto the Interstate or passing another vehicle. These little chimes remind me to turn off the signals.

They are so easy to install. Just strip about an inch and a half of insulation from each of the three wires. Twist the blue and black wires together. Find your turn signal flasher under your dashboard. (Listen for the clicking when you turn on the signals.) Pull the "flasher" out of its socket. You should see two prongs. Wrap the blue/black wires around one prong and the red wire around the other. Plug the flasher back in and turn on the signal. (Don't forget to turn on the ignition first.) If the chime works, just attach it to anything under the dash. If it doesn't, just reverse the leads on the flasher prongs.

I have NEVER worn out one of these chimes. Of course, I am using them at their prescribed voltage of about 12 VDC.
