Here is a site that offers simple instructions. The caveat is that I have no way of know whether this works or not. You can give it a go. If it does not work, you are no worse off. Replacing programmable keys is often an expensive process. Just maybe this will work.
before going threw all that work, call your local lock smith ask the questions.

most of us would have to see photograph of the ignition system to answer the question, except ford dealer or someone that works in or on car or truck ignition system.
There is a possibility that your key fob might lost the programming. I suggest that you re-program your key fob, follow the next steps to re-program it.
Instructions

Sit in the vehicle and close all the doors. Insert the key into the ignition.

Turn the key to the "Off" position then to the "On" position. Repeat this until the door locks cycle to indicate that the programming mode is activated. End with the ignition key in the "On" position.

Press the "Unlock" or "Lock" button on the programmable remote. Listen for the doors to lock or unlock to verify successful programming.

Turn the ignition key to the "Off" position. Listen for the door locks to cycle to indicate that you have exited the programming mode.
5
Repeat the above steps to add any additional remotes.

Here are the programming instructions:
FORD REMOTE - THIS PROCEDURE RESETS ALL REMOTES FOR THE VEHICLE. ALL FUNCTIONING REMOTES WILL HAVE TO BE REPROGRAMMED DURING THE PROCEDURE There are a few different procedures that will program your remotes depending on what vehicle that you have. You can find your exact procedure in your owners manual. If you do not have your owners manual you can try any of the procedures below until you find the one that works for your vehicles
Make sure that you don't press the brake pedal at any time during or before the procedure.
Procedure A:
1.Close all doors, then open drivers door and press the Unlock button on driver's door while it is open, insert key into ignition.
2.Turn ignition from OFF to RUN 8 times within 8 seconds, with the 8th time ending in RUN. Door locks will cycle to confirm programming mode. (if the door locks do not cycle, then it was done incorrectly. You must start over by removing key and beginning from step 1)
(Off is the position where you can remove your key, RUN is the position just shy of starting your car.)
3.Within 10 seconds press any button on the first keyless remote to be programmed. Door locks will cycle to confirm programming. If you only have one remote then skip to step 5.
4.Within 10 seconds, press any button on the second keyless remote. Door locks will cycle again to confirm programming. Repeat step 4. for all other remotes.
5.Turn ignition to OFF. Locks will again cycle to indicate end of programming mode.
*If this does not work try the procedure with the door closed.
Procedure B:
1. Fasten seatbelt and close all doors
2. Turn the ignition from OFF to RUN 4 times within 3 seconds.
3. Turn the ignition OFF. The system will chime to confirm programming mode.
4. Within 10 seconds, press and hold any button on first keyless remote. The system will chime once to confirm programming.
5. Within 10 seconds, press and hold any button on second keyless remote. System will chime once to confirm programming.
6. Turn ignition to RUN to exit programming mode.
Please note: All steps should be performed in fairly rapid succession. If you never get the initial chime or door lock cycle, that means the vehicle has never entered programming mode. You should remove key from ignition, open and close the door and start over.
If you don't have the Panic button then sorry, you can't program yourself, the dealer will have to program it to the RKE (Remote Keyless Entry) module in the vehicle, using their DRB scan tool.
I know for 2006 HHRs you have to have it programmed by either the dealership or another shop with a scan tool.
Other user say that is NOT at all necessary to go to the DEALER, and send this tips straight from the 2009 Factory Service Manual:

1. With a previously learned master key, turn on the ignition, with the engine off.
2. Turn OFF the ignition and remove the key.
3. Within 10 seconds of turning off the ignition, insert the key to be
learned and turn ON the ignition. The vehicle has now learned the new
key.
A MASTER key is any key that already operates the vehicle.
All the above assumes the car in Italy is built to USA standards, if not all bets are off.
This is so simple even a CAVE man can do it. Why go to a dealer? I guess because that is what the Owners Manual says to do.
Up to 10 keys can be programmed into the BCM to operate the vehicle, while up to ONLY four Remote FOBs can be programmed.
The FOBs do have to be programmed at the Dealer or a well-equipped
Locksmith may be able to handle it. If you are adding a FOB, gather up
all your FOBs and take them to the person programming the vehicle. If
the programmer makes a mistake or if four or more have ever been
programmed to the vehicle, they may need them ALL present. Unquote
