Doesnt heat up
If you have an owners manual under fuses look for cigar lighter or accessories? That will be the only reason for a lighter inoperable?

I would put a red volt meter lead on the middle and a the black lead on the outside. If it checks above 12 vols, the lighter itself is bad. If no voltage is present, you have to check all the positive wires back to the battery. If those are all working, you have a bad ground.

Check for power at the fuse on both sides of the fuse if there is power check the wire going to the lighter if there is power check for ground if all are there you may need a new lighter if either power or ground are not present trace the wiring to find a short or bad wire.
