If it's the fan speeds not working it will be the rheostat that is the most likely cause

SOURCE: where is the the wiper motor on a 99 honda civic

Back of engine bay and base of the windsreen you will see some plasic covers known as scuttle panels, you may have to remove the wiper arms first (10mm M6 nut under the Black circle cap on each arm)
The motor will be the size of a coke can with Silver linkage bars going to it

26 submodels of civic and that dont count different factorys or countries. did you know than some factors use diffenent make heaters?

Have the book and could only locate p1456/57 no 59.
At any rate 56 and 57 had to do with EVAP leaks.
Might want to Have Honda Check it out cause it sounds
like emissions control system problem.

My civic honda 1996 blows cold air only from heater it does not over heat and runs exelent could u help please


flush the heater core with a garden hose ,and dont forget to top up with antifreeze

Blower not working


it could even be the blower motor, since u replaced the heater resistor pack, check to see if the blower motor is working, then check the fuse
