You may be suffering from a clogged catalytic convertor judging by what you say about the power loss and the emissions failure. If you have access to a scanner you can diagnose this theory. Also see what gear it says you are in when the vehicle is placed in drive. There is a rev limiter when the vehicle is in Park and Neutral but the limit is a little higher than 2,000RPM.
I would lean toward the exhaust issue first. There are many other things that can cause this problem but without addition data from the car, it is virtually impossible to say which ones. DO NOT GO OUT AND BUY PARTS until you know exactly what the problem is.
