Must sealent be used when replacing valve cover gasket

No do not use any sealant.
The best assurance of no leaks is clean surfaces and the correct even torque on the cover bolts. If the surfaces aren't clean, you will be chasing leaks in the future. Make sure you check the torque setting and use a torque wrench. Uneven or excessive torque may distort the cover and result in leaks.
If you need something to keep the gasket in place while you are fitting then use a thin smear of grease on the metal surface under the gasket.

What cause my 2000 dodge neon to stop on me and now it wont even turn over. and all of the spark plugs is cover in oil?

it is possible that your neg battery terminal could be losing contact or coil could have stopped working and im sure the oil on the spark plugs has a bit to do with the running issue . You need to change the valve cover gasket make sure nothing is cracked clean up the valve cover and engine side surface install valve cover gaskets and bolts torque em down and see what happens youll probably have to replace the spark plugs or clean them up real good

I have a 1997 chev cavalier with a leaky valve pan that needs replacement can you tell me the torque specs for the valve cover please 2.2 litre

Valve covers don't need to be very tight. A torque wrench isn't necessary as all they do is contain the oil. If it is leaking you will likely need to replace the valve cover gasket. Just tighten it with a small ratchet and socket until it's snug. Over tightening will compress the gasket and cause it to leak. If you feel you need to use a torque wrench, i would guess about 10 or 15 lbs.

After replacing valve cover gasket with dry fel-pro gasket,

Your new gasket has tabs that make it easy to set in place; the tabs hold the position properly on the cylinder head. The gasket also has the rubber coating to establish a tight seal between the cylinder head and the the valve cover, even if there is slight damage or warping. Proper torque for the valve cover bolts is between 50-100 in-lbs., which is about 8 ft-lbs for a maximum.

If you have the gasket properly set, and proper torque on the valve cover bolts, you should not leak.

If you still experience a leak after double checking the gasket and the bolt torque, I would replace the valve cover itself. You will find several at most any salvage yard, and probablly will cost you $10.00 or less for a used valve cover.

I hope this helps you, and I wish you luck on your repair.
