Sounds like either low coolant or air in the cooling system. Either you need to bleed air out of cooling system or repair possible leak in system. When there is air in cooling system and it goes into your heater core, heat is not transferred to the air blowing out of your vents.

I have a 95 Honda civic. My heater will not work. Even the lights where the heater switches are located don't come on. The only time it works is when I'm on the freeway going over 60.

IT COULD BE EITHER LOW ON COOLANT CHECK THE RADIATOR WHEN IT IS COLD OR THE HEATER CORE IS PLUGING UP YOU CAN CHECK THAT BY FEALING THE HEATER HOSE IF ONE IS HOT AND THE OTHER IS EITHER COLD OR WARM THEN THE HEATER CORE IS PLUGED CHECK COOLANT LEVEL FIRST

Heater does not blow hot only cold air. Every so often the heater blows hot . When driving on freeway the heater works sometimes but turns cold when at red light.

Check the radiator level, if it low the hot coolant will not reach the heater. Second may be the water pump, as it wares the clearance increases and the efficiency goes way down and it cannot pump the coolant unless the engine revs are up.....

It's the electric heater pump. Not the mechanical engine water pump.
