That is normally not user programmable, it needs to go to the dealer.

I put a steering wheel with ignition key and it doesn't turn on

I believe these units require that the key and switch be matched to the ECU, so you may have to have the dealer reprogram the ECU, or use the ECU from the donor vehicle.

Fob key problems

You need to have the spare reprogrammed as it has an immobiliser chip that sends a signal to the cars ecu so if the ecu doesn't recognise the chip the engine won't start.

I have a 2000, 1.5lt Hyundai Accent. I have just changed the ECU, with exact part number replacement. The key warning dash light flashes for 5 seconds. There is no fuel pump noise when ignition is switched...

The ECU has to be programmed to the car. Some places do this with the ECU out you will need the VIN number and the mileage. some places have to have the car and ECU to reprogram it. The flashes are for the security system. It is not sending the correct signal to the ECU, so it shut down the car.

I had a new battery put in my 1997 Nissan Maxima.

No this is not a fuse issue, more ecu related, once battery is disconnected, ecu's tend to scramble in memory banks, causing lots of problems, try having ecu checked and reprogrammed.
