Question about 1999 Ford F150 Regular Cab
This issue sounds intriguing but I need a great deal more information.
Is the battery charged up and is the liquid inside the battery up to the level. Generally, if a vehicle just 'clicks' when you try to start it, the battery is the first place you look. Make sure the terminal connections are clean and tight.
As far as the flashers blowing out, there are a few reasons for that also. The flasher(s) that blows out is for the signals or the hazards?
