If your turbo Finns have stopped turning then it will need replacing, a turbo will turn all the time under any load from the engine rpm, it is designed to fill and evacuate the combustion chamber , and will spin freely, if not spinning your need a new 1, as they don't stop and cut in and out

turbos work from exhaust gas temperature and exhaust gas flow. There is nothing else that works them so can you be more specific as to what you mean by "stops cutting in"

Engine cut out at 4500 to 5500 rpm while you are driving.

Check your fuel pressure, and see if your exhaust is flowing right. If exhaust is not flowing good then your catalytic converter is stopping up. Low fuel pressure would be because eather fuel filter, or fuel pump. Also check your air intake filter and your fuel ratio.
