Yes, the temperature gauge should normally stop in the middle, between the cold and hot points on the gauge. When the engine is cold the thermostat will be closed and will keep recirculating the coolant in the engine block until it warms up sufficiently. Then the temperature of the warm coolant will cause the thermostat to open the channel to the radiator to get rid of excess heat, which should stop the coolant from over heating. So the effect of the thermostat keeps the coolant at a fairly stable temperature. When the coolant runs low, it can't transfer enough heat to the radiator and the coolant and engine then over heats. Watch for radiator leaks under your car after you have been driving it. If the coolant goes low again fairly quickly you could have a leak in a hose or the radiator itself.
If the gauge does not go back to cold when the engine is cold, it could be the gauge on the dash. I am assuming the gas gauge drops with the key off. You could unplug the temp sensor on the engine to see if it makes any difference.
This can be caused by a bad controls or bad blend door motor, the door motor and controller will need to be tested to see which is causing the problem,
when you say temp fluctuates what happens? are you using the a/c and you turn temp down one click and it goes to hot ? Is the temp going from hot to cold hot to cold as you drive?
replace the thermostat,, and make sure that the fan engages , just because the fluids don't boil over doesn't mean the temp isn't to high, if your saying that the temp gauge is stuck on the hot setting, and doesn't move even when the car is cold,, thats a different problem,, if thats the case whats the make , model , and year

If it stays in the middle even after the car has cooled off over night,the gauge is bad,
if it starts at the bottom and moves up to the middle and stays in the middle after the car is warmed up to operating temp,then you don't have a problem,it is normal.
The guage and fan speeds work on independant sensors. If you can remove the plastic engine cover and locate the "sending unit" for the gauge disconnect it and restart the engine. The gauge should remain cold and not move. If this is the case replace the sending unit. This should be a single wire sender located in the waterjacket of the intake manifold look in the area where the upper rad hose enters the intake.
