98 Chevy c2500 rear brake lock up

I have a 98 Chevy c2500 5.0 with 70,000 miles good truck but when it rains or i drive through a puddle or whenever it gets wet the left rear wheel locks right up at slower speeds (under 15 mph)even with the slightest touch of the brake pedal. On a dry day its fine.I have taken apart and checked the rear brakes several times still cant find the problem any help will be appreciated.

No axle gease at all on the shoes. Or brake fluid? Have you tried loosening the adjustment a turn.
