Question about 1999 Lincoln Town Car
My1999 linclon town car do not charge overnite why
Assuming it's not the battery; have you replaced the battery cable ends that attach to the battery posts? It may look like the ends have a good clean connection to the posts but the problem may be with the cable side being corroded. Don't just clean, replace ends (they're cheap). Starting with the cheapest and easiest solution.

There is a part called the EVR. It is basically a filter for the EGR vacuum pathway. It is about the size of a car cigarette lighter and plugs into a fixture with a snap fitting. You are suppose to squeeze on the underside of this part and it is suppose to lift out.
You can clean it with soapy water and let it dry and reinstall. Or you can buy a new one and probably never have to fool with it again since you have a 17 year old car.
Autozone or Oreillys most likely have the part and an illustration of where it fits. The sources I used to look it up did not have your year car. Some are next to the EGR, some are on the shock towers. Best to ask Autozone.

You have a longer warranty on a Lincoln product than other brands. Its possible this can be a covered repair.
There is a diagnostic sequence on the digital dash models that can be done with the hood closed. If they want to check it in the drivethru bay it is possible.
Most likely it is a fan controller. See what they say and if they will warranty it. Some people get parts from Salvage yards or Ebay that work perfectly.

If it is AUTOMIATIC then NO
for a MANUAL /STANDARD gearbox then YES
Automatic can be towed so long as the driving wheels are off the ground
for 4wd and 4x4 there are different aspect to consider
