I have 1994 saturn 4 cylinder series sc1 it rolls over and tries to fire but it won't start changed the plugs didn't help.

Does it have spark to the spark plugs , fuel pressure , engine have compression ?
The engine cranks over but doesn't start an run . Not rolls over !
This is a cranks - no start condition . You people need to quit trying to play mechanic . Do yourself a favor an quit being cheap ,take it to a qualified repair shop . Do you know what scan data is ? It takes testing an special tool to diagnose these type problems . Not guess work . An asking people on here to suggest what it could be . Are you prepaired to spend more money then needed , replacing parts .

The code is throttle position sensor error,could be bad or just need reset.The other problem sounds like a bad ground,if you have a piece of wire close to the terminal wire size put it on the ground side and jump it to the block,or any metal surface while someone tries to start it,if that doesn't get it try smacking the starter with a screw driver nothing bigger than a ratchet to prevent damage also while someone else rolls it over,also instead of rolling it over all the way try just quick burst with the key let engine turn maybe once or twice and do this as quick as possible maybe five or ten times

have the head lights on and look at them while someone tries to start it...if they dim your battery is probably bad. If they don't dim you may have a bad solinoid on your starter.

Pasinger windows wont roll down

If no sound at all then it could be a fuse (doubtful). If it tries to roll down but just clicks, then then power window motor is probably shot. I just got done doing both of mine. They are a little bit of a pain to replace, but not that hard to do. Just be careful about separating the window regulator from the motor if you are not replacing the regulator because they are usually spring loaded and can cause an injury. Good luck.

Wont start. Starter tries to engage but theres a "whirring" noise instead of the car starting

Sounds like starter solenoid is failing to kick in. The whirring is most likely the starter motor turning, but the teeth aren't engaging on the flywheel ring gear due to failed solenoid.

Engine ran fine. Stopped it. Could not restart. Fuel pump was replaced and fuel filter. 40 psi when rolling over engine. Have compression and spark on all cylinders. Timing belt appears okay. Engine rolls...

try spraying starting fluid in the breather and see if it tries to start if so check fuel lines etc. to make sure that it is getting fuel to it.
next would be check injectors to see if they are getting voltage to them.
