It would be useful if you had mentioned whether it was a radiator cooling fan motor or a heater/ventilation fan.
It is usual for the cooling fan to switch on with the A/C is on unless the ambient temperature is quite low, otherwise it only operates subject to engine coolant temperature via a thermal switch fitted into the cooling system and/or the engine management system.
The heater fan is either directly switched and faults relatively simple to trace or subject to the whims of the climate control if fitted when a degree in magic is needed along with a box of tricks.
if engine at long stand still, the engine temperature will rise about 190 degrees the cooling fan suppose to automaticaly turn on when coolant temperature sensor get hot it cause its resistance decrease causing pcm to send power to coolant fan relays and cooling fans, when you turn on AC the cooling fans suppose to turn on to cool down AC CONDENSOR, IF NOT AC WONT WORK COOLING FAN COOLS DOWN REFRIGERANT SO IT CAN RECYCLE THROUGH THE SYSTEM AGAIN.your cooling is suppose to turn on when engine at a sit still if vechicle not moving as coolant temperature rises at a set point the cooling fans will turn on cool down engine.cooling fans dont turn on when you first cold stsrt vechicle unless you have AC SWITCH ON.if cooling fans dont turn on when vechicle at a long stand still or moving along slow traffic.if coolant temperature sensor been replaced and fuses and relays okay have dealership check see if pcm driver circuit working faulty pcm will cause cooling fans not to turn on.
Is the engine running hot? The cooling fan won't come on unless the engine temperature rises to a point for the sensor to activate the cooling fan. Did this happen also back in warm weather, or has it just started now in the winter?
Chances are it simply hasn't warmed up enough to kick the fan in. It may well be running while you're driving, but you'd never be aware of it.
if you are talking about the engine electric cooling fan..it will run after car is turned off until temp goes down then it shut off..unless you're talking about the heater blower motor..then i would look in the engine compartment passenger side firewall for the heater box ..on the box there is speed control resistor for the heater fan speed..that might be shorted.if not fan switch on dash..give more info next time..it makes it easier answer with more info
these fans only come on when the engine coolant reaches 225-230 degrees F. that is well on its way to hot but that is how they are disgned to enhance engine fuel mileage.
Dodge Caravan is notorious for failure of the electronic cooling fan control module (AKA cooling fan relay). This is not a "relay", it is a solid-state control unit, but many people call it a relay anyway. It is mounted on the inside of the left frame rail just behind the radiator. You have to look up from UNDER the vehicle to see it. It looks like the picture below. The picture shown is very close to actual size.
