I have already used a socket wrench and everything else but i can not get my oil drain plug to budge and my filter to twist what can i do
They sell octagon shaped oil filter wrench that conforms to your oil filter's shape. Take your replacement oil filter, then call the auto parts store in your area and ask if they carry oil filter wrench for your car, If a standard filter wrench keeps slipping off, wrap 2 or 3 layers of rag to the old oil filer, then attach the oil filter wrench. The drain plug turns left to loosen, right to tighten. If you're using a socket wrench, attach a 1/2-inch pipe to the handle to increase leverage (cheater pipe). You can buy a canister wrench at the local auto parts store. You do not need to torque the oil filter on, just hand tighten, No new gasket for the drain plugs just do make sure that it is tightened properly

On the 06 Vibe the horn is located just to the right of center, almost below the hood latch, in front of the radiator. It looks like a small round speaker...
check to make sure the wire is plugged in, it can come lose or even fall out. it is easy to check and fix.
If that does not work, my best guess would be that either the horn is blown or the wiring is messed up.
