Serpentine belt keeps coming off. does harmonic balancer keep it on. how do you change it

Make sure you have the right size belt. If it's old then replace it. Then make sure you run it correctly or it can slip off. If it still slips off then check all your pulleys for chips or wobble before you replace any pulleys. I hope this will be some simple help for you.

1995 Monte Carlo. Has a very loud rattling/whining noise when I give it gas, sometimes even while idleing

A damaged or defective HARMONIC BALANCER is a likely culprit, especially if you have recently had engine work done.

Harmonic balancer came a part, motor still in car, can this balancer be removed while in the. is there clearance to do this between the frame and balancer thank u for your help.

I would attempt this in car. I might have to remove the radiator to allow me to use an impact gun to undo the crankshaft nut and fit the balancer puller .

Service traction control message cycles on and off, along with power locks cycling on and off and gear selector light cycling through different gears.

Could have had a visitor...mouse maybe chewed some wiring...check all wiring and harnesses. Or water is getting in a circuit somewhere

1976 chevy monte carlo 350cid 4bbl cal. model.engine stops within 1 mile.idles high and gets real hot within 5 to 10 minutes of idling.having a hard time trying to time the engine.no vaccuum leaks...

Just a note to add the harmonic balancer tends to slip around giving you a false reading. i have had 3 of them on older cars that have done that. you may need to replace timing chain, and sprockets as well as the harmonic balancer.
As far as the over heating goes, i can only guess that maybe it is either the thermostat or the manifold work you had done sorry i couldnt be any more help
