HI Derek.

There are a few possibilities that come to mind.
3K RPM is generally about the break-even point for when Turbo boost would kick in. There is a dump valve on the turbo system that opens up and vents the extra turbo pressure under high-rpm situations where the boost isn't needed - say high but steady speed on a freeway. If the dump valve system is malfunctioning, then that anticipated turbo run-up in power won't happen.

Revving fine when in neutral may not tell you much, other than that the engine can rev. The gating system will (or should) run differently under load - whether climbing a hill or accelerating, this is where you want the turbo boost to give you the extra power. THat's where the exhaust gate should stay shut, or mostly shut, to allow the turbo to force more air into the pistons.

You might want to check whether the APC (Automatic Performance Control) for the turbo has a separate fuse. (The name might be different on your model, I'm remembering from my 80s/90s era Saabs). If the fuse is blown, that could also lead to lame performance, especially as I'd imagine that the system would be built to fail or go to full open if the APC fails or loses power - that'd keep people from having run-away power that they can't manage.

Not sure what a Vulcan is, but if it has an ignition module these have high rpm and low rpm sections. You low rpm section may have failed. Parts stores can test these if you take the module out and take to them.

Possible fault areas; oil pressure sender not accurate,
low oil pump pressure output,
RPM dropping below 300rpm under load,
computer not compensating fast enough,
dirty throttle body,
oil viscosity too thin,
I would probably start with an oil change going with a thicker grade especially if you have high mileage.

run fault codes to find reason for the low engine rpm.. hard steering comes when the engine stops and there is nothing to turn the power steering pump.

sounds like a heavy load is your e-brake off are your brakes dragging it may be a fuel issue check your fuel filter

Tapping noise in engine and oil light comes on...vehicle does not need oil


It may need oil pressure. Some of these light go off when the pressure is low. Get the pressure checked @ idle & high RPM.
It could be a bad sensor as well. Check for power at the sensor. If it is for oil level, then it will be at the bottom of the oil pan. The pressure sensor is in the block.
The tapping could be a result of under lubed valves from low pressure, or it could be the hydraulic lifters, which is pretty normal in most cars.

1995 Saab 900S keeps leaking power steering fluid- need to know how to do it yourself troubleshooting.


First look on the ground for visible sings of fluid you may be able to located it that way if not start at the pump and follow the lines (there will be two, a high and low prssure line) to the rack visually inspect pump, lines and rack.

Power steering problem when moving slow or rpm drop


no it is the power steering pump. the pump is worn so at low rpm or low speeds it is real tough to steer. but when the rpm is picked up the steering gets easier.

Also check belt tension but at high rpm speeds the belt would slip and squel real loud. so i would point the problem to the power steering pump.
