Are the 2 marks on the belt tensioner suppose to align up when putting on a new serpentine belt?

Just make sure you have the same number belt as the old one. Serpentine belt will stretch with time. A new belt will be a lot tighter.

WHERE DO U PUT THE POWERSTEARING FLUID IN AT

In the power steering pump. Open the hood - the pump will likely be on the right hand side (looking rearward) and it will have a large pulley with a belt on it. It will have a large cap (1 inch or so) that is easily removed. It may say Power Steering on the top. It will have a dip stick attached to the cap.

first check to see if the supintine belt is tight next take the car to a local parts store to have the alternator tested in the car if boyh are good then the powerstearing pump is a possible problem seeings how it shuts off while turning. but its probably a bad belt. if the belt looks good with no cracks thgen tighten the belt(s) and see if it still does it

Powerstearing

Not a terrible job, depending on which engine and your experience level. Use flair nut wrench on line and be sure to exactly match pulley position of new pump to old one or it will throw belts.
