I'm not sure about US vehicles but here in the UK you can't run high beam and fog lights, it defeats the purpose of fog lamps in that they see below the fog which starts generally about 2feet from the surface. I'm sure someone will correct me about that!
Anyway, have a good look at the relay box, ascertain the high/low and fog relays and see if they can be swapped with another to test. Make sure any relay swapped has the same pin configuration and rating. Next, check out the headlamp/foglamp ground connection, its usually down behind the lamps and may have several similar coloured wires going to a heavy screw or bolt. Loosen the connection, wiggle it about to clean it and retighten. See if its made a difference?

You headlight lamp have a diffuser mechanism which allows it to flip between the hight beam and low beam feature of the bulb. In fact, you high beam will function even if the low beam is not working.

I would recommend the purchase of the new headlight lamp. It would cost you you any where from $15.00 per unit to get a replacement lamp

Headlight wont work

P lights and fogs are fused separately to h lights. Go to the fuse box. Next the high low relays, then the column switch, but have a test lamp ready to test for a supply at the actual headlamp because if there is power to the lamp but no light, check the ground wires from the headlight unit are tight and on clean bare metal

The headlight switch gets power for the headlights from a 50amp fuse.
The fuse powers the headlight switch then the dimmer switch breaks for high and low beams. So if the high beams work, the problem may be with the dimmer switch.
The dimmer switch is made into the turn signal switch on the column. You would need to check the low and high beam circuits at the switch for power.

Well, the problem is that I dont know the reason, you should investigate. There could be issues with lamps (must get new) or electricity problems (must head to auto-service)

Passenger headlights only do not operate.

check the bulbs first and also the fuses theres a fuse for each side and for low and high beams, start there, good luck.

Head / fog light adjustment

on each headlamp assembly, there will be either one or two plastic nuts that you can turn.

If you only have one nut on each, that will adjust the vertical aim of the headlights.

If you have two nuts on each, one will adjust the vertical and the other will adjust the horizontal.

Park your car on a level ground 30 feet from a wall and measure the height from the ground to the bulb and mark on a wall (do this for highs beams and low beams if the bulbs are separate, if highs and lows are the same bulb, only do it for the lows)

If the headlights read VOR, then aim the brightest part or cutoff part just below the mark on the wall. If it says VOL or nothing, aim them 2 inches below the mark on the wall.
