Question about 1999 Volkswagen Passat
The bulbs have been replaced but the running lights are still not working. Is there a relay switch or fuse that may need to be replaced also?
The emergency brake disables the DRL's, make sure it is off. And yes the DRL's have their own circuit.

SOURCE: Back up lights don't work
its your switch. Find the reversing light switch and change it[you can check it by connecting the 2 wires going to it together if the light comes on then its the switch if not then its wiring
