WHEN I TURN BACK WINDSHIELD WIPER ON IT SEEMS FROZEN AND IS NOT WORKING
The mechanism could be broken or a fuse could have snapped when the wiper blade could not move. Get on the Web search and look up your vehicle by year and model. Then see if you can look up an Owners manual if you do not have one.
Inside the Manual there will be a Fuse Directory. It will list items by function and show the size of fuse. You can also Web search the fuse panel for the location of the correct fuse.
Sometimes parts are grouped to a single fuse to save space and fuses. Find the rear wiper in the Fuse Directory and then see if that fuse is broken.

The windsheild wiper relay might be stuck or broken. Try tapping it with something or replace it. Could also be the the switch (lever that you control the wipers with) i hope this helps and good luck with diagnosing your problem.

2 ways of dealing with this. Install a new motor or put up with it until you install a new motor. I usually give it a very light tap with a hammer or a wrench & they start working fine at least for a while

I am having the same problem, with my '01 Ford Focus Windshield Sprayers (Have not worked since I've owned them - 7 mos.).
