To remove the bumper cover on a 2002 Cadillac Escalade to access the license plate assembly, you'll need some basic tools and follow these steps:

Look under the bumper, you should find the light bulbs in a harness. To release them, twist the bulbs until the are unlocked from the harness. Pull the bulb out and replace it.
Look behind the bumper for where the bulbs are located. Unlock the bulbs by twisting them loose. Pull the bulb out of the harness and unscrew the bulb. Replace it and lock the bulb back into the harness.
Remove the screws that secure the license plate lamp assembly to the rear bumper fascia
Pull the license plate lamp assembly down and out through the mounting hole in the rear bumper fascia far enough to access and disconnect the wire harness connector.
Remove the license plate lamp assembly from the rear bumper fascia.
Just reach behind the bumper and grab the light/electrical harness and twist is either way and then it should pull out put in a new 194 bulb and you are set.
