Question about Toyota Celica
It's a 93 GT. At idle, when warm, the RPM will drop from ~750 to ~400 and then cycle between those. If in neutral, up to 2000 rpm, it will cycle as well, but only about +- 150. At 2000 RPM, ~55 mph it will lurch on occasion as if the transmission slipped. When driving it bogs as if I tried to start it in second gear(it's an auto). I think it may be the MAP or throttle position sensor any thoughts?

You are on the correct lines, try spraying penetrating fluid into the valve, sounds like the valve is sticking. Maybe need to replace the valve.
Also check for air leaks on the inlet side of the engine, air leaks cause revving issues. Easy way is spray a fine mist of easy start over the inlet, if the revs race up then you have a leak or pipe off.

SOURCE: Idle up and down when Neutral
The clutch perssure plates seems worne off. you will have to replace them .
You can start by adjusting the clutch setting ...drive for a few days and if still problem persists then go in for a pressure plate change..

If you go to advance auto they will scan the car for free. if you write the codes down and update your question it will be easier to eliminate some of the sensors.
