Check the schematic diagram as there is more than one ground in that circuit.the dropping resistors are parallel to ground not series.the only one grounded is the highest setting, which has no resistor.

Blower switch for a/c and heater on dash only works on speed 4----blower fan does nothing on setting 1, 2, or 3---Would this be a fuse?

you have a faulty blower motor resistor. This unit is usually located near the blower motor under the passenger side dash. It controls the fan speed for a/c-heater etc. They cost around $25-$80 depending on your model.

Sounds like the blower motor resister to me this piece controls the speeds of the blower motor it should be close to the blower motor on the passenger side it should have wires going to the blower motor very easy to replace.

5 volts is not enough to run the blower sound like your blower resister is shorted out and back feeding the system did you check it?
