step 1 is check the clutch
on the front of the compressor.
is it engaged or not.
this is always step 1, (besides a/c lamp on on dash and must blow air,,blower on it must be on... and blowing. air.)
this 1 check (group) cuts the job in 1/2. every time;

I'm assuming you mean R134 if it is a 2000 model car. Not sure what you are saying the problem is. The compressor has to run to add freon if it is low. Normally you jumper the low pressure switch to make it run while you add freon. Is the compressor running ? And if so, what are the high and low gauge readings ?
Your system is low on refrigerant and needs some more R134. Go to your local parts store and get a recharge kit which will come with a can of R134 and a hose to connect the can to the system. The fitting on the system will be on the passenger side of the vehicle, under the hood. Follow the instructions in the kit and you should be ok. Don't add more than you need to get the a/c blowing consistent cold air. Too much refrigerant can be just as bad and ineffective as too little.
Number one you didn't get Freon in your charge. So if you paid for Freon which is super expensive you got ripped off. It takes r134. And just cause you. Charged the system did you have the system tested. If not tested by a good hvac shop you may have clogged filters or other issues including your bad controls. Also it may have leaked out again if there is a leak
you need to get it fixed maybee u have a hole in the lines a leak it blows cold only for 1 reason low freon .u could go to a car suplyer and get r12a and fill it at home
