Why does my starter motor not start the engine when battery power is less than 70 percent...the battery is New!

I don't know year--make--model? Use a digital multimeter across battery post, everything off. The generic spec for a full charge is around 12.6 volts. Generic info says if it gets down to 12.4 volts or less, get it charged. Check your charging system. Check flywheel teeth and starter drive gear, see if looks ok.
You can do voltage drop test for starter motor circuits. If you try that, make sure tranny is in park or neutral and parking brake is set. You may be way ahead of me with your testing? Just my opinion.

Car electrical blinks

Check your connections at the battery and alternator. Make sure they are tight. Also make sure that your positive battery cable is not shorting out against anything.

My 95 tahoe has an occasional ticking noise, loss of oil pressure at idle and loss of power

Prognosis is really bad, hate to tell you. Ticking comes from the valve lifters, losing lubrication due to lack of pressure and running dry. At redlights, when revs are at idle, oil pressure drops a lot, and engine really suffers. Have the vehicle taken immediately to a shop for proper diagnose and to see if engine can still be saved. The loss of power comes from the valves not actuating properly. Hydraulic lifters need oil at a decent pressure to "charge" , and if not charged, they will stay compressed, ruining valve lifting operation.

Battery light w/ power loss

how can it be that your battery and alternator are good but u still loose power??? then u'll have to check
1) your battery
a) turn your car off then check if your battery keeps regular Voltage should be around 14
b) turn your car on including all LIGHTS and FANS and see if its still 14 if its not 14 and going down then you have a power loss in your battery and your battery doesnt provide enought charge to Alternator

2) Alternator
For your car its OK to use battery with 75A if you put lets say 100A then you'll simply kill your altenators brushes
