Car had been sitting in the garage for about 6 months, (needed panels to fix it up) and battery had gone flat in the meantime due to just sitting there. Filled it up with petrol, as it was completely drained, recharged the battery overnight and car turns on but no crank. Am worried that when I charged the battery, it was saying fully charged on the power charge unit, however the colour on the battery surface hadn't changed from the black to the green to say it was OK. THoughts on what the issue could be as it's no cranking over?

If you are jumpering the starter, then the battery is not being drained, the starter may have a bad solenoid.
If the problem still is a dead short, a painstaking troubleshooting is required.
Remove one fuse at a time, check for voltage drop, and see which one is the culprit. Then you woud have to locate each item on that circuit and trace the wires for one that is broken, or pinched & contacting ground.
Also, check at night or in a dark garage, as trunk, door, or hood pin switches may be stuck in the open position - and will keep the lights on.
Interesting note - your having to jumper the solenoid on the starter indicates a possible worn/damaged ignition tumbler. If your tumbler is not seating on the OFF detent, your ACC may still be left on even with the key out of the ignition.

If you have a bad contacts at the battery, solenoid, ground and/or
starter .. it could exhibit this kind of activity ..
take the battery cables off the battery and clean those contacts till
they are shiny, trace the ground wire to the frame/firewall and clean
that contact (emery/sandpaper), and trace "hot" wire to
solenoid/starter and make sure that they are clean and tight .. another possibility could be the neutral safety switch .. try starting it in neutral

I am having the same problem with my 2004 Elantra. I have had the alternator tested twice and did replace the battery. This morning I had it running ad put a volt meter on it ( red to the battery pos black to the engine block) I did get a reading of 14 volts for about 30 seconds then the idle lowered and the voltage dropped to 12 volts. I tried this again later but could not get a voltage reading above 12 volts with the motor running. Any suggestions?
