There is more than one flasher. One is for hazards and the other flasher is for directional signals. They are located under dash just left and right of the steering column. Don't go tearing up the steering column, then you are asking for trouble. Try the least expensive and labor intensive fix first.
replace the bulb with the correct one, sounds like you have a single filament bulb where a double filament bulb goes and it is back feeding power through the parking light system when you turn on the signal.
There are several things that can cause your blinkers to not function properly. This could be caused by a defective flasher unit, a malfunctioning turn signal switch, or a broken wire, just to name a few. Electrical system diagnostics must be performed to pinpoint the cause of the problem.

1st off the right blinker,does it blink fast or not at all
if it blinks fast, check the bulbs
if it is not blinking and the dash light also don't work
the multifunction switch could be bad(turnsignal,light switch)
if your other break light is working start by checking the bulbs
take the verified good one and try it in the other side
if the bulbs are good check the fuses under dash and under hood carefully
The right blinker issue sounds like you have one bulb out either front or rear check them both. The left blinker issue sounds like either bulbs(both out) or fuse, or worst case blinker switch has gone bad on left turn only so not picking up the signal.
