1999 saturn. I can start my saturn. I tried to give it a jump, nothing. It was suggested that the keyless remote might be stuck in the on position because I could not turn off the alarm manually or with the remote.
I tried to reset the remote per the maual and nothing. I tried to sychronize the remote which is the next step in the manaul. What the maual says should occurr for this step to be successful did not happen. The radio, AC, lights still work, any suggestions.
Have a review in reset procedure and do it again. I think common procedure is that you push the reset button in your car, then turn the key "ON". try this.

There should be an alarm fuse, you can pull that to shut it off. A GM dealer should be able to set you up with a new keyless entry remote. I'm not sure which fuse it is, but the service manual should tell you. If not, the fuse block cover may tell you as well. Good luck

I had issues with my 1999 doing similar problems. Ended up having "burning and arching" with the fusebox and replaced it. In addition to not starting various electrical components wouldn't work like radio, rear defrost, remote control keyless entry...
Sounds like your battery has a dead cell. The cranking amps required to start a vehicle is considerably more than to power accessories. The alarm may have a safety feature that will make it go off if the battery voltage is too low (or if someone disconnects your battery). Have your battery tested (with and without a load) and repost if this isn't the problem.
