The neon 4 cyl engine uses a 2 piece block, the common issue is the seals where the crank saddle (lower block section) mates up with the upper block fails. this is not a DIY fix unless you are an engine builder. not a simple or cheap fix. consult a reputable mechanic to fix this issue.

Put it on jack stands and get under there and clean the area where most of the oil is and then start the car and go back under and watch where its coming from. Should be pretty easy to find if its coming out that fast. Oil pan, Valve cover. how many miles on it?!
Coolant can and is lost without getting in the oil from a leaking head gasket or cracked head or block. In the years as a dealer tech most often oil was not in the coolant.
Oil can leak at dozens of places on an engine. If it's a real fast leak only when the engine is running then it may be leaking from the oil pressure sender.

hi. if it leaking that fast, it sound like you have a damaged seal. i would not recommend adding more oil as it will probably come out even faster when you are driving. the safest option would be to tow the car to the garage, or even better, have it trailered in.
Internal oil leak, change the spark plugs and cables, oil, filter and add Lucas oil. Take the car for inspection and let me know how it goes. For the belt depends where you get the parts and who does the work.
