06030: Product Safety - Brake Lamps Inoperative or Continuous Illumination
If the switch is malfunctioning the cruise control will not engage.

Brake light switch has failed replace it and the lights and cruise should work. When the switch fails it comes apart and the computer thinks the brak is on and the lights won't come on.Costa $20.00 and has a three wire plug on it and is simple to change.

Check the speed sensor. Look up the location at autozone .com or google. It is either near the tranny or at the passenger side wheel. The speed sensor is almost always connected to cruise control problems.
