I know you say all fuses check fine, but check fuse #13 in the underhood fuse panel. This is for the cigarette lighter which also powers the OBDII socket. Since your engine will not go above 3000 RPM, this indicates that the computer is in "limp home" mode and there is a serious condition going on. You need to get the OBDII to function to read the trouble codes for diagnosis.
The OBDII connector receives its power from the AUX PWR 2 fuse (#15) located in the fuse panel under the rear seat. This fuse also controls the accessory power plugs on the dash.

the car has mis fired with mean an injector has gone bad or it needs spark pluges and wires i bet it needs the plugs but it could also be both replace the plugs and wires then go from there
