Besides the switch on the steering wheel being pushed to control the horns , the BCM - body control module can activate the horns as well .
The horn system consists of the following components:
• HORN fuse
• Horn relay
• Horn slip ring
• Horn switch
• Horn assembly
• Body Control Module (BCM)
The vehicle horn system is activated under the following conditions:
• The horn switch is depressed.
• The body control module (BCM) commands the horns on. The BCM commands the horns on under any of the following conditions:
- When the panic button is depressed on the remote control door lock transmitter. For further information refer to Keyless Entry System Description and Operation .
- When the keyless entry system is used to lock the vehicle, a horn chirp may sound to notify the driver that the vehicle has been locked. The notification feature may be enabled or disabled through personalization. For further information refer to Keyless Entry System Description and Operation .
Battery positive voltage is applied at all times to the horn relay coil and the horn relay switch. Pressing the horn switch applies ground to the horn relay control circuit. The body control module (BCM) may also apply ground to the horn relay control circuit as described above. When the horn relay control circuit is grounded, the horn relay is energized and battery positive voltage is applied to the horns through the horn control circuit. The horns sound as long as ground is applied to the horn relay control circuit
The BCM is receiving an erroneous signal from somewhere , keyless entry maybe. Hooking up a professional type scan tool to view inputs to the BCM would be the first diagnostic step I would do at the dealer .

You need to replace your ignition switch. If it has already been replaced then you will prob. need a BCM.

you most likely have a bad door ajar switch- the door panel has to be removed to access it, its on the door latch- you can unplug them this will take care of the batt drain prob.as for the locks it may be a switch problem- most ford vehicles will not let you lock the vehicle from the driver's door when it's open to prevent locking the keys in.

SOURCE: no power in driver side door
I just fix the same problem :(
Two wires in harness were broke. Let me give you some instructions to fix this. 1- Remove the inside panel. then remove the conection that is in the middle betwen the door and the body of the car, is like black cover for the wires. In my case 2 of these wires were broke.
2- Remove the screws of the door in the frame then close the door and pull the door only a few inches just to have acces of your hand to pull the wires.
3- Add another piece of cable, to meke these cables longer, and put everything back.

My power locks, windows didn't work and the dome lights would not turn off after closing the door. I removed the black boot that was attached to the drivers door by lifting upward and pulling away from the door. A heavy gauge black wire was broken. I removed about 3/16" of insulation from both ends of the broken wire and connected them by using a connector that both ends are placed in to and then "crimped" both ends so the broken wire made contact with each other and everything worked perfectly! The hardest part was replacing the boot. Total cost to fix is $0.50.

check the wires going from the driver door into the kick panel there should be a rubber thing around the wires and cut it off and the wires usualy break and loose connection
