No question about it. The symptomsas described points to a malfunctioning multi switch (the turn signal handle is another way to describe it). Go to eBay it AutoZone. At AutoZone they will lo loan you the two steering wheel pullers you need to replace it. Another option is to jumper the blue and yellow wires to bypass the switch.

Fisrt you need to check the fuse mark headlights one set is for low beam and the next for high beam. you will need help, lets just say the fuses are ok, then you need to locate the headlight relay, you can also use the flash where you hold the lights on and you should hear the relay clicking. if your getting that then your possible cause will be coming from the healdlight swich itself

This will involve removal of your steering wheel and a couple of special tools, a steering wheel puller and a steering wheel lock ring compressor. If you have these are can rig your on, remove ground and wait ten minutes so the airbag system capacitor has time to discharge. Remove drivers air bag and detach wiring, remove steering wheel nut and notice align marks on wheel and steering wheel shaft and remember them. Remove the steering lockring retainer after compressing spring. from there you should remove Blinker stick, by turning shaft to line up to slot on hole and pull out, Remove clock spring and then switch, reverse to install. Have you checked out the switch itself? Seems like the problem might be there.
If the lamp bulbs are sill intact, that's probably the most likely solution. There's a possibility you have a short somewhere in the switch relay that will allow the highlights to turn on but not the low beams.

Check out your fuse associate with the low beam headlight, secondly there is a relay fuse under fuse rely box under the hoos. Locate this box, and locate the relay fuse associated to the low beam. You can rotate the relay with another relay of the same spec to see if the low beam lights are coming on. I would believe that it is a fuse that is blown, check your owners manaual on the location of the fuse box. Usually it's located in the driver side kick panel.
