SOURCE: Trouble changing tires for '99 Toyota Corolla
Sounds like the wheel is just rusted to the hub a little bit. Take all the lug nuts out exept for one. Leave the last one on about half way. Make sure the vehicle is sturdy on the jack you are using and that the car is park(or gear for manual) and have the emergancy brake set.. Now if you have a heavy dead blow hammer you can give the wheel a healthy wack from behind, or you can turn your back to the wheel and give it a donkey kick at the bottom of the wheel. The last lug will keep the wheel from flying off at you. Now dont be alarmed about the wheel not turning, if this is a front wheel you are trying to turn, you shouldnt be able to turn it becasue the car is either in gear or park.
