Question about 2004 Subaru Outback
When you first start the car the idle goes right up to 2900+ rpm and stays there until you start driving. When driving if you are coming to a stop, as long as you "ride" the gear out until it is below 2000 rpm it seems fine but if you're taking off from a stop and the rpms reach over 2200 as soon as the clutch gets pushed in to shift gears the idle jumps right up until the next gear is engaged. Also if you are driving along and take your foot off the gas it seems like the cruise control is on or something. Any suggestions would be greatly appreciated.
Check if your Honda has a speed sensor on the clutch pedal.

I have had an issue like this. Check for lose or leaking vacuum hoses connections etc.

Run fault codes to check for accelerator position sensor problems . Check for vacuum leaks. If cable accelerator then check that the return spring on the end of the cable is attached and not missing.

It might be a malfunction of the switch combination unit as according to your description it could be one of the internal contacts staying on all the times and this is why you have to cut the power off to cancel it. Best solution is to bring it to your local dealership or a very good electrician.

There is a Subaru Technical Bulletin on this problem (11-89-08) for a ECU reprogrammation that will cure this problem also found on a lot of 2.5 engine for 2008 what ever the model.

When you first start driving it usually takes atleast 4 miles to warm the transmission to operating temperature. The temp of the motor may say it is warmed up, But, the trans fluid and differential fluid only begins to warm as you drive and the parts are actually working. THe computer has sensors that keep the trans from shifting to OD until the temp is up as not to add stress to the motor until warmed properly. Hope this helps and have a good day.

The 1st>>2nd shift on the Subaru 4EAT automatic transmission can be more abrupt, but 3500 is too high.
Is there any delay when shifting from Park to Drive?
Does the Power light flash on startup? If it does, you can pull the codes by following these instructions.
This trans has 'bands' that can be adjusted. I'm not 100% sure they affect the 1st>2nd gear shift, but maybe they need adjusted.
