Security.
read the operators guide (lost? it?) on security.
or for IMMO, (immoblizer)
the guide shows you how to find which switch tripped the alarm.
if no reason, then the horn relay is bad.
on this car and all 2007 and newer CAN-BUS Jeeps,
you need a full scan, of the whole car.
the newer cars have a huge list of checks it does.
and will report , in DTC errors.

read the FSM if you want to do DIY.
or login to alldata.com and read.
see the tests there.

When i start my 96 mustang gt the horn is blowing

PATS does not blow the horn. Pull the horn fuse to see if that stops the draw. Then troubleshoot the horn circuit to see where the power is coming from. You can start at the horn relay. The relay gets a ground signal from the horn switch in the steering wheel. If that signal is constant, the problem is upstream of the relay--perhaps within the steering wheel. Do not remove the steering wheel to troubleshoot without disarming the airbag.

My horn starts blowing for no reason

Either the relay for the horn has gone bad, the wiring going to the horn has shorted out, or there is something wrong with the pad and/or wiring for the horn in the steering column. Have a mechanic look at the wiring on the horn, that's the most likely cause.

there is a short in the horn wiring, you may disconnect the horn relay, that the easiet thing to do. owners manual should have a layout of where the relay is. Steering wheel switches most likely.

Horn starts blowing randomly

do you have a alarm on it. If so you need to disable it or turn it off. Other wise you have a short somewhere in your horn. disconnect the horn under the hood. Its usually upfront and looks llike a flat black circular device that has one wire going to it, unless you have a alarm then it may have more.
